nteroperable AI Decision-Support System (DSS) for first responders and civil protection authorities. Built upon the field-proven Crimson Command-and-Control platform, AEGIS integrates advanced AI and Machine Learning tools with scientific models for floods, wildfires, earthquakes, radiological dispersion, and biological/chemical threats. The system fuses heterogeneous data, sensors, satellite, forecasts, and simulations, into decision-ready intelligence, supporting rapid, evidence-based action under human oversight. AEGIS delivers an agentic, human-centred Digital-Twin environment where authorities can visualise, simulate, and evaluate AI-generated plans in real time. Core innovations include a Reinforcement Learning Agent (ERLA) for adaptive decision-making, a Flexible Emergency Unified Response Simulator (FLEURS) for rehearsal and training, a Policy Compliance Engine for automated legal and doctrinal checks, and a Real-Time Adversarial Defence and Integrity Monitor ensuring AI robustness.
