ic risk, i.e., related to floods/scour, which is a major source of concern for decision-makers. HERMES takes advantage of innovative and advanced modeling tools (Bayesian Networks, Digital Twins, and Artificial intelligence - AI) to assist the decision-maker in structural management under operational and exceptional conditions. Using a unified platform, which receives continuous data from the entire network (e.g., vibration-based SHM data, water level, scour depth), it integrates these data into a virtual model of the network and its critical structures, assesses the state of such structures, and provides informed and optimal risk-based management plans. HERMES will be articulated in four main activities linked to specific Working Packages: A1: Scour depth inference through Bayesian Network modelling of the bridge network; A2: Implementation of Digital Twins of the bridges in the network; A3: AI-supported structural reliability assessment; A4: Risk assessment considering direct and indirect consequences and decision making. HERMES is expected to form the base for future research deve
